Is there a poppet valve in the choke plate?If so, check to see if the spring is broken or missing. That would give a no-choke condition. I wouldn't recommend 12V conversion under any circumstances. After all, how did it start for the last 48 years? With the battery technology we have nowadays there's even less reason for 12V conversion than ever before, if the starter and wiring are in reasonable condition.
