Couple of things on the radio today that caught the attention.....
Have a thing called smertzensgeld (SP?) which roughly translates to pain money.... Someone falls on walk in frt of your house in winter, gets hurt on your place, your dog bites them, etc... they get pain money out of you..... Works for mental stuff in some cases also....
Guy killed an 11 year old kid, convicted and in jail..... Said that one of the cops told him that if he didn't answer the questions, he'd torture him...
Scared him and now he is getting several thousand bucks smertzengeld while in jail......
Some other folks protested that the windmills near their place put out more than the 8db noise that they were told so they now have to be shut down between 10PM and 6AM........
