Like Bob says, it's normal for that PTO design. You have a multi disc wet PTO clutch running in thick 90 wt gear oil with no PTO brake. Just the friction of all those discs running in that thick oil has enough friction to drive the PTO any time the engine is running.
Just need to use your head and never mess with the PTO shaft with the engine running.
