A cop friend gave me some perspective on this. The commercial on TV where the cops are in hot pursuit of a stolen ONstar equipt SUV and the cops notify ONstar with the identity of the vehicle and ONstar shuts 'er' down. Pretty cool stuff until you are 10 minutes late paying a library fine or parking ticket and your vehicle is shut down until all your fines and penalties are satisfied (plus towing charges). There is not a single person in this country that doesn't cross the line on a daily basis, however innocently. There's just too many laws and many conflict with another. When a computer is tracking them it becomes apparent. When a goverment entity can collect on them well you can guess where this is going.
