I know a Dad whose oldest daughter took a lot of teasing/bullying and just walked away and then when the younger sister got in high school the dad got the call from the school.
The younger girl had gotten in a fight and won, she was in trouble. The dad pulls out the handbook after asking the principal about the other girls "who had done nothing" to provoke a fight . The dad reads the part about the school having a zero tolerance on verbal bullying outloud and then says "The other girls called my daughter a C__T, do you consider that to be verbal bullying?" A look of shock and horror came over the principal's face as he knew the mean girls were verbally taunting other girls. The girl didn't get in big trouble for starting a fight to defend herself after all!
All the zero tolerance cr ap is just because nobody wants to get sued or make a judgement decision anymore so now a drawing of a gun is just as bad as a real loaded one.
