I'd give it a shot of gas down the intake, either with a spray bottle or just a splash and see if it tries to fire. If it doesn't you have a spark problem. if it does... you have a fuel problem. If it's a spark problem I'd start by changing the plugs and wires. Beyond that... the 3L is a distributorless ignition. The ECM tells the coil pack when to fire based on crankshaft position if I'm not mistaken... Also, I believe the whole thing... or at least a pair of 2 fire at the same time... so just because you see spark does not mean it's the correct time for the spark... To be honest... any problems I've had with mine in that department have been cured by plugs and wires. A fuel pump has cured the fuel problems... but since you say it's got 60 lb on the rail I doubt that's the problem.
