Since the generator DOES charge when revved up it IS retaining residual magnetism, so further exciting/polarizing isn't going to help.
Is the belt tight and not bottoming in the pulleys?
If that checks out, it's time for a generator overhaul... check for shorts, clean commutator and undercuts, replace brushes if badly worm, making sure the how tension and are free to move. Lube or replace bearings, as needed.
