Very common problem with tractors and if you look in the archives in the N series forums you will find many answer to your question. Blocking the pedal down works well I know my 1950 8N has a cement block on the pedal right now and has for years other then when I am using it. As for freeing it up start it in the highest gear you can in a big open area if you do do so and still be safe and drive it till it frees up
