I don't regard lack-of-horsepower as your problem. Main issue is your tractor is too fast in reverse. At PTO power speed, your tractor runs 4 MPH in reverse and you need something that runs half that speed.
I've got a John Deere 1020 gas (135 engine), a Ferguson TO-35 (134 gas) and an IH B-275 (144 diesel). All three are the same power and all handle my 6 foot snowblower good enough anything I've ever needed it for. I only use the snowblower when snow gets too deep to plow with my truck. Note I also have a Ford 641 with a 134 gas. It is way too fast in reverse for a snowblower and way too fast in 1st for a tiller.
