I think that pot is the gain adjustment. More resistance equals more gain. You kinda need an oscilloscope to adjust it, since the idea is to get a nice clean sine wave without clipping.
What are you using this oscillator for? Unless you need a clean sine wave, a 555 timer is easier to work with.
