Most places I've dealt with that want proof of residency will accept:
Your most recent utility bill (electric, gas, telephone -- if you have a landline, cable TV, etc.)
or
Your most recent bank statement (you can cut off the bottom part detailing recent transactions, they just need to see the address at the top and the statement date).
Now, I'd be wiling to bet that you've already thought of those options, and that the problem stems from the fact that all of the above are mailed to your PO box.
You mentioned you're having trouble with "some government agency." How about having them contact your town office (where you're registered to vote, where you pay your tax bill, etc.) and have them vouch for you? Perhaps they could issue a letter on Town letterhead that you could present to this unnamed government agency.
I empathize with you; it's very frustrating dealing with bureaucrats who automatically assume that everyone lives in a city, on a city street with numbered houses and sidewalks.
