I'm definitely for It. I have been driving for 50+ years in some of the largest cities in the US and rural. Never in my life have I experienced some of the stuff as I have in today's driving where I have personally experienced the operator was on a cell phone.
In one instance, was 2nd car from an intersection with a red light, left turn lane. Light turns green, car in front pulls out into the intersection just enough to put me where she was and starts her left hand turn waiting for traffic to clear so that she can pull on out.
The traffic cleared and she just sat there through the entire green light. After it turned red, the traffic from the cross lane pulled up to her (she was blocking the intersection) and she moved on off still bobbing her head and still yacking on her XXXXX cell phone.
