In my State, we have had a traffic law prohibiting using a hand-held cell phone when you drive, yet I see people doing just that almost every time I drive. The penalty is well over $100, but I suppose the law enforcement people have more important things to do than to write tickets for talking on a cell phone.
I suppose the cell phone makers could be required to manufacture the cell phones so they would not work when they were in motion, but that might not be an easy task, and it might be really expensive.
But people should just be personally responsible. We have too many laws now that are not enforced and we really don't need new ones like they are proposing.
