But I get the drift that there may be some long-standing issues between your brother and his landlord (could there be a few late rent checks involved?), and he may be doing whatever he can to "encourage" your bro to move on down the road.
Your brother doesn't need an attorney to take his landlord to small-claims court for breach of contract. What he does need, however, is evidence that he didn't breach their contract first. And the best proof of that is a history of rent paid on time.
Given that the landlord's son left his pot pipe out in view, a call to the police would get the son "evicted". Of course your bro should first hide his own stash.
