Tim, My CPA has a gravel drive with a steep incline. It has been a BPIA for decades. I finally fixed the problem by making sure rain water is diverted away from the drive and by crowning the road. Each side of the drive has a small ditch for the water to go down the hill.
I also found that by mixing his clay soil with the white rock it keeps the rock in place and is better than just having rock alone. It's like concrete when it gets packed in.
