2nd yea we need to stop trying to police the world but that would require a larger standing military not a smaller one. The US Army(active) can not fight a 2 fronted war on a small scale without calling up the guard and reserve. We tried that under the "peace dividend" and we get into 2 small wars and have to activate the guard and reserves. You cannot pack up and send the guard right away, you have to call them up and give them 3-6 months to get up to speed, so the active military has to be big enough to deal with any situation until the guard units can be brought to a war footing.
3rd, the way to reduce the budget is to make everyone pay thier fair share in taxes, stop the stupid spending and stop subsidies.
