You are right. The TRULY poor pay the most. They live in the most inefficient houses that cost the most to heat/cool, drive the cars that get the worst mileage, and make the least money. That was my beef with "cash for clunkers". All that did was use my money to help the rich buy a new car! The poor, and me still couldn't afford a new car even if I did get $4,500. The truly poor guy that absolutely needed wheels to get to his job, got nothing. I recently took part in an online discussion about wages and where you live. The person was bragging that in their area jobs were plentiful and anyone could live "quite well" on 59,000$/year, with a nice house and cars. I'm here to tell you that one does NOT live well on 59k$-not buying a nice house, paying on two cars, plus toys. So, you see, it all relative to how you see things and how one has to "live " them.
