Could be sucking air from a pinhole leak somewhere.
I had a full sized Chevy Blazer with a 6.2 diesel that would surge for the first minute or so after a cold start. Went nuts trying to figure it out. Couldn't find a leak anywhere.
I finally modified a fuel tank cap so I could chuck an air hose on it. I put a regulator/guage in the air hose with the regulator initially backed all the way off. I then started easing pressure into the system. When I hit no more than about 6 pounds of pressure, a pin sized stream of diesel fuel shot across the engine from a fitting on the filter on the firewall.
