You got the selective enforcement right! Several years ago, my hometown put up signs on all entrances to the town that said, "Legal Concealed Firearms Prohibited".
I asked the County Sheriff (whom I known for over 20 years) if that meant during the hunting season I couldn't even drive through town with an unloaded shotgun in the trunk of my car?"
He just grinned and said, "Well, there are different ways of enforcing the same law". In other words, "Well, it depends on who you are".
In the same county, an overly zealous Deputy Sheriff JAILED a farmer for carrying an illegal concealed weapon because on a routine traffic stop the Deputy found a hunting knife in a door pocket of the fellow's pickup. I never did hear the outcome of that one.
I think they word these laws so the LEO's can accuse you of anything they want to and it's up to you to defend yourself.
