You did not mention the size of the mower. The engine may be in need of a tune up or may have a compression release problem however the wires that they use are too small a gauge to handle the power required from the battery to the starter.
You can boost the power by using a higher voltage battery and it will spin over just fine. Problem then is that your charger will no longer work on the higher voltage battery.
I'm using 18 volts to spin the 12 volt starter and it works good. Your two batteries in series will spin it over just fine also. Remember that Watts = Amperes X Voltage so to increase watts and lower amperage the voltage must increase.
I believe your battery is 12 Volts at 3 Amps or 36 Watts so by increasing the voltage to 18 Volts and the wires will only have to handle 2 Amps to deliver the same power. The small wires will handle the additional watts (power) but they won't handle the additional amperes.
