Is that type of damage covered by crop insurance? If not then call your state representative or state senator to speed you damage claims through the DRN! They normally love to help out a constituent and getting credit for it.
You really can't do anything to prevent the damage, you'll drive yourself nuts if you try. Next time it happens you'll be better off to shoot pictures of the size of the flock and the damages. Be sure to call the DRN to inspect the damage and provide photographs to backup you claims.
If you shoot the birds do you intend to wipe out all 200 in the flock or just shoot enough to make you feel better? The public won't have any sympathy for you if you kill their protected birds.
