There are four valves inside each SCV on a JD 4230. There is a pressure and return in each direction on each SCV. Yours has a internal leak from the high pressure side to the low when it is in the float position. Also on JD system when the SCV is in float the ports still have transmission pump pressure on them. That is 135-170 psi. I see guys just push the control to float to unhook the hoses. There is still enough pressure to make them harder to unhook.
Your valve could just need the valve re-adjusted but it is more likely that they need rebuilt. Which could just be a oring seal kit or all four valves could be bad. IF it is just a replace the orings and re-adjust then it is not too high a repair. IF you need the valves they are around a $100 each. So if you need all three plus the overhaul seal kit you are in the $400-500 range just for parts.
