Most in line fuel filters are made to be used on a fuel system with a fuel pump and a fuel pump pushes more then 7PSI and could well be your problem. I have thrown so many in line filters away that where on tractor that I have forgotten how many but I know my standard charge for fixing that problem is a case of beer and I have in the years I have been doing tractor got well over 20 cases
