If the fan will allow you to turn the engine a little it is not locked up. If you take the starter out you can pry on the flywheel teeth to see if it is movable. If it moves and can be turned 15 teeth or so, the starter is not doing its thing. Does it make a click and noise when keyed to start? If so turn on the headlights and watch them when clicking to start. If they dim way down, the system is drawing too much current, or the connections are bad. The solenoid could be faulty as well. The battery voltage should stay above 10v when trying to crank. Be sure it is in neutral! and have a helper turn the key while you measure bat volts. Do not keep it turned to start for more than 3 or 4 seconds. All connections including ground are subject to corrosion and high resistance. Clean and shiny tighten and spray with rust inhibitor. Jim
