Sometimes they try to slip increases through with out any basis, If half of the people grumble but don't appeal they get more money and have only upset half the folks. I think they believe it's the half that won't complain to their face AND probably not vote. I know in Northern Michigan and Wisconsin property with seasonal owners tend to get more increases and scrutiny simply because the owners are less apt to be around for the appeal process and don't vote locally.
