Remove bottom filter first, clean housing if necessary, take note of o ring locations on housing, install filter in housing, fill filter with fuel, reinstall housing. Repeat with top filter. On the top of top filter there is a small bolt which you loosen. Them pump with hand lever on side of fuel pump until there is a fuel flow at bolt, then tighten bolt. Pump a few times more for luck then try to start tractor.
