This is all good advice for churning up the hard pan stuff, but when I look at the veggies I raise, it seems to me that the roots only go down so far anyway. Maybe 6 to 8" for most common garden crops. I always have a good garden if I till & fertilize good, but I've noticed, like these guys say, there does seem to be a layer of hard stuff where the tiller quits going down. It never stopped me from growing some killer veggie crops though.
