If the bottom of the post is below the frost line then the frost is not pushing them up--it is the frozen ground adhering to the sides of the post heaving and pulling the post up. We have had that problem on timber piles holding up bridges and mooring piles in water getting pulled out by ice and a rising tide. The solution in dirt is to have a circumferential layer of rounded gravel around the sides of the post so the frost only pulls the outer gravel up. On mooring piles we install an oversize plastic collar in the tide range that will move with the ice. An anchor on the bottom of the post will work too if it can resist the upward pull on the post from frost. Obviously on a timber pile 30 ft into the ground a bottom anchor is not feasible.
