You are finding out why a JD 3020 gas will sell for half what a diesel does. I hate working on those aluminum carbs. Jon has it correct, it more than likely is the accelerator pump diaphram. They will suck gas straight through when that is bad.
I have not found a good quality kit for them any more. The one from JD is junk. The gaskets are miss cut and the other parts are just poor quality.
