I understand that the shower works fine but when you wish to fill the tub, water still comes out of the shower head. It appears there is an obstruction in the piping to the tub spout, or it the tub spout itself. Unscrew the tub spout and check for corrosion in the spout or the pipe it attaches to. You may be able to clean it. If not replace it.
