nothing will grow in those conditions unless you can water and water a lot, my experience with grass, which is a lot, is try some k-31, fescue, this is a grass designed for harsh areas, ive used it for 20 years after trying about everything else, i will still take lots of water to get it up, but once up it will usually stay thru drought, and while it will be brown until it gets water, then it will green up, ive even got this stuff growing in road base course,around the roads in a subdivision, i know the dirt in the road base was sterile, as i hauled it in there and i know where it came from, today you cant even tell the basecourse is there its just grass those area only get watered by rain which the last 10 years isnt much but it is still there, if watered regularly it makes a nice lush lawn , i got the same stuff planted in a recreational area which does get watered and you couldnt really ask for a nicer lawn
