Trailer brakes are really odd beasts sometimes. Make sure you have the right wire as ground on the plug you tore apart. Not every trailer is the same. Its possible your lights are grounding through some other point on the trailer that the brakes arent attached to. Several trailers I had to find the ground wire on the trailer frame to verify it was the color i had used as ground in the plug.
