Honestly, I don't know much about injector pumps, but when I had the one for my 4010 rebuilt a year or two ago, they sent along soft copper washers for the lines. Even torqued to spec, two of them still leaked and I just "nudged" them with a 9/16" wrench and they stopped leaking and have been fine since.
With steel washers, I think you would be MORE likely to strip the bolts by over-tightening them. With soft copper or brass, the washer mushrooms, but with steel it seems like you're just going to rip the threads out of the pump. Maybe the washers they gave you are some other soft alloy, but just not copper colored?
