That was politics at the highest military level. General Peyton March had his stateside army and JJ Pershing had his AEF, in effect, two armies. Peyton March didn't give Pershing everything he wanted including bright young officers such as Eisenhower and Ridgway. Warren Harding abruptly replaced Peyton March with Pershing after the war. Eisenhower was criticized in later years when he ran for the presidency for "having no political experience". He said: "I have been in politics. There is no more active political organization in the country or in the world than the United States armed services."
