Got several of them around the place, dad and now I use them for good pry bars, never really thought what they came from. Lot of combine shafts will look like that, as well as axles and so on.
Taper will seat a pulley, threaded part will keep it on, keyway will keep the pulley set to the shaft. Or wheel, or whatever.
