Transporting livestock across the border is not fun. The permits needed are no different for a private owner than a company. I bought some feeder calves from Canada once. You notice the once part. It cost me over a $1000 more to get them transported a shorter distance than what I could have gotten them in the lower 48.
My youngest brother looked in to taking his horses on some type of Alaska trail ride a few years ago. It was going to cost him over $750 in permits and Vet. test to get two horses legally through Canada in his own trailer.
If the horse is in Canada why do you need to take it to Texas to ship it to Germany??? Can't you ship it from Canada??? It looks like you are adding two thousand miles to the trip. I know they do dairy cattle to Europe from Canada.
