It could be done.lets face it ,we built a pipeline accross alaske. trying to build one from canada to the gulf coast, but there is one big problem with this. Number one is when you catch water you deprive people of it down stream. Where water is needed daily is EXACTLY where its needed in the dry years. Second whos going to pay for it?FARMER? to get his money back,and stay in buisness,his irrigated crops would have to cost far far more.1/4 the kids in the US doesnt get enough to eat now. raising food prices is not good. The general population pay for it because it would guarantee their food supply? NEWS FLASH 90% of the population doesnt care where their food comes from, they would RATHER it come from overseas simply because they dont have to look at the dust,or smell the cow. Every chance they get their voting the american farmer right out of buisness. Maybe like you suggest the GOV pays,same difference, the US gov HAS nothing to pay with .the money they spend is NOT THEIRS,its yours and mine.ALL the differing parties want is simply to control the purse strings.ANYWHERE else except in the politics these folks,(every one) would be in jail for running a shell game.(my political rant for the morning excuse me). then their would be the simple deal of who would control the water. this would have the potential of controling every single person in the US. you didnt fall in line you simply starve or die for lack of water.COULD IT BE DONE?yes. simply directing all the water into the great salt lake basin would store alot of it right where its most needed.and it could be gravity fed for the most part. SHOULD IT BE DONE? not no but he!! no. to do so would not only change the whole of the us ,it would effect weather patterns,dryup areas with sufficient rainfall,help little in the drier areas because a vast majority of it doesnt have the soil for farming to start with. MOST of this water WOULD NEVER go to agriculture,your fooling yourself if you believe so. The places with the most water problems is not agricultural areas but cities. folks seem to forget when its dry in the country its dry in town also. 99% of this water would simply be pumped to resivoirs supplying water to cities ,AND RIGHTLY SO!!! why? because the american farmer is less than 2% of the population. that means city folks pay (in theory) 98% of the cost of building this system.
