With the key off disconnect the wire from the speed sender located on the timing gear cover in front of the injection pump on the LH side of the tractor. It will have a large hex head on it for removing and installing it. If there is oil in the connector, that is a good indication that the sender is bad. Remove the sender and check to see if there is a metal cap on the end that goes in side the engine. If there is no cap I would suggest replacing it regardless.
What happens in that the oil enters the sender and causes faulty readings or no readings. The new sender if you install it will have a metal cap on the end that goes in to the engine to prevent oil from entering the sender. Replace seder and o-ring.
