You can use PayPal for up to 2,000 worth of purchases without linking a bank account. BUT if you link an account - they better guarentee the safety from fraud. So we set up an account with only $30 dollars in it at a different bank in a different town. We never pay from that savings... just click on "change" and do the transaction using the credit card info we provided to PayPal.
