A Flexicoil will do very little to push rocks down. They actually will work rocks up. The way the are a spiral they have a sideways working action that is for leveling and some firming. This same sideways action does tend to work rocks up not push them down. They work to break clods up and firm the soil but that is about the most of it.
If you ever go through a muddy spot with one you will never want one again. They will fill up like a rolling basket will with mud. Then they are a real PIA to clean out.
I sold a few new ones years ago. I never would trade one back in. Told the guys they just did not sell in this area.
I personally like cultipackers. They level and firm the soil. They leave the soil with little groves that help control erosion. Plus trash does not effect them.
