In case you didn't know it, a lot of soldiers don't fire back when fired upon either. The US learned that even the best trained men can't be trained to kill. The same training in fighter pilot school would result in 15% of the fighter pilots shooting down nearly 95% of the enemy. The rest just went through the motions. Eventually they started performing psychological testing to prevent wasting time on training those that wouldn't kill. The army only performs that type of testing on its elite fighting forces (the bigger the investment the less they want to waste).
As for our soldiers not being worried about a bunch of guys armed with old fashion rifles - I'd think Afghanistan would explain why that's a bigger issue than you think.
