don't know for sure, we do oats/peas here and wrap them in a tube, neighbour does custom wrapping, about $4/bale your plastic... that works great...
If you can get it to seal well your idea might work... could you figure out a way to suck the air out with a vacuum or something... would want plastic under the bales too, maybe lay plastic down, the bales on and wrap plastic over and weigh down... it could work,
Neighbours made silage on the ground with a plastic over it and tires holding the plastic down, that works ok... so why not try... might not want to be the only source of feed you have though until you know it works.
