That shimming is to compensate for shimming the Quill . And to quiet the gear noise when tightening up the lower shaft nut you want to tighten it up tight then back off and SNUG it just a little then drill a 1/8th hole thru the nut and lower shaft and install a 1/8th x1/4 roll pin . been doing that for years and have had vary good luck with it and quiet gears.
