Here in IL cable TV lines are routinely between 2" and 12" and phone lines 12" to 18". I've seen gas lines as shallow as 6". When they widened the street my parents live on they hit over 30 gas services and clipped the main several times.
My nephew's next door neighbor was installing a fence. He hadn't had the utilities located because he was doing the project without a permit. At a little over 2' he drilled into a 44,000 volt power line.
I did some work in FL and the water services were less than 24" deep. I don't think it's safe to assume you can dig any depth safely.
I hate that we have to worry so much about liability, but that's the reality of the world we live in.
