Back in the late 70's I saw 2 kids on 1 bike riding down on our suburban street. Stopped at a house, one kid went in the backyard, other kid rode off. Little while later, kid came out of the yard riding a bike.
I ran in the house, got my car keys, yelled to the wife to call the cops and took off after him. Pulled the car in front of him, stopped, got out and confronted him. He said it was a friend's bike. He was about 12 yrs old or so. I told him to get in the car and put the bike in the trunk. He was shaking pretty good. I went home,waited for the cops. When the cop showed up, I got out and talked to him while the kid sat in my car. Cop just smiled and said "I''ll take care of it."
Cop got out, opened my car door and grabbed the kid by the arm and pulled him out. Made him spreadeagle against his car, frisked him, put cuffs on him, told him he was going to jail. Kid was just about in tears. Cops said thanks to me with a wink and drove off.
Later found out that they put him in a cell until his mom came. They said she was NOT happy (with her son) and had thanked the cops. The cop who told me this said they learned how to handle most of these kid crimes to make the most positive impact on the individual.
Now, what do you think would happen today if that same situation ocurred?
1 - I'd be in jail for kidnapping
2- Arresting cop would be disciplined for touching the kid
3 - Mom would have been livid (at the cops) in front of her son at the station
4 - Mom would sue the city (and me)
5- Son would then think HE was the victim and grow up continuing to steal bikes and move on to cars, etc. Mom would continued to defend him and either a) blame society when he finally goes to prison, b) wonder "Where did I go wrong?
