The HVAC Tech replaced the board on the condensing unit outside and it will now go into defrost mode without just shutting off.
As far as the fan running all the time he found a jumper missing between the Aux and E terminal. He said that there must be a jumper if air handler doesn't have a relay to turn on emergency heat.. that is what was happening fan would run and aux heat strips would not kick on unles set point was raised 2 degrees above room temp.
