Because they are not our "friends" and neither offer us anything in the realm of world trade that we can't get elsewhere. Our "friends" can have all the weaponry they want. Our "friends" can mistreat, oppress, and censor their citizens any way they want, so long as we get something positive out of the deal.
There are probably a dozen more serious threats to us and our allies than North Korea or Iran. They just don't go broadcasting their hatred and threats around the world.
