Recreational radio controlled airplanes and helicopters have been popular for well over 25 years now. Twenty years ago I had a knock on the door to borrow my longest ladder. A friend lost control his 4 foot long airplane radio controlled airplane and needed to retrieve it off a nearby school roof before anyone found out (we succeeded). With security cameras recording everything now, I hate to think of the trouble that would have stired up today.
In the 1960's dad used arial maps of his farm and the farms he rented. He got them from the county (ASCS?). I can go online to look up arial pictures of my place dating back to 1950. The county posts arial pictures online as a public service. Every few years they post new ones. County tax assesors have always had the right to walk any property they need to.
The FAA has jurisdiction of the public airspace. I would think non-recreational arial drones already require a VIN#, registration, visible ID#'s, an operator's licence and insurance just like any other aircraft using public airspace, a vehicle using public roads, or a boat using public waterways.
