I ran into that problem a lot on the medium duty trucks with 8.1L engines. I would get a call that the truck was either low on power or the engine had died. Quite often by the time I reached the truck it would not start and run normally. It took a while to finally find the cause.
The problem was caused by abrasion on some of the wires that control the throttle assembly. Road dust will collect inside the harness loom and vibration caused by the harness resting on the inner fender will wear the wiring insulation until bare copper is exposed. In wet conditions water can cause enough of a short between wires that it will give faulty readings to the PCM. The circuits that are involved carry a maximum of 5 volts so a miner changed in voltage will cause faulty reading between the throttle assembly and the accelerator pedal assembly. It is quite common to see DTCs for either the accelerator pedal are the throttle body assembly.
The repair involves repairing the harness and repositioning the harness so that it no longer was laying on the inner fender.
