I think the point was that it's been bragged about the fact that Texas doesn't have tight of regulations as some other states and then brags that it has the best economy because of that and a few other things.
The site that blew up may have been there a long time and grandfathered in. Most states today wouldn't allow such a site to be built that close to town or a populated area. The mill where I work off farm was built in 1995. It's out in the county and unseen from the highway. Closest home is over 1/4 mile from the building. We don't make or handle fertilizer and the like but we have had some explosions and store large amount of LP and use lots of natural gas. So with zoning,regulations and planning it was built in a safer place than in the town limits.
It's sad that this happened to those folks. I'd bet if the company decides to rebuild it'll be far away from the population of the town next time.And storage will be much different. And I agree it's nothing to joke or poke fun at.
